Technical 4x4 floorpan indents?

Whilst looking for holes to weld up, and prodding around with a screwdriver, normal panda owners pastime....I came across this. Five in drivers side and same in passenger side. After chipping away at the tarry substance glued to the floor I unearthed a galvanised tab half punched out and clearly felt when feeling underneath the vehicle. The metal is totally rust free, it looks galvanised but what purpose would they serve?
At least I haven't got to weld up another ten holes for the MOT !

Thought the same. But why would they be covered with the protection and paint?

My thoughts exactly. Maybe press tool jig locators.........

they make very good water drains.. without damaging any paint causing rust!
